Two scenarios lure my imagination ( this is lure speculation on my part): (1) a company like Amazon testing its newest delivery fleet and wanting to keep it under wraps from competitors, so buying government silence

(2) a top secret U.S. military program. Possibly a fleet of assassin drones hovering to kill certain targets before Inauguration Day
